Chinese company plans $100 million battery materials plant in TGS Cedar Port after 2-year delay

A Chinese company plans a $102.5M manufacturing facility near Baytown, bringing new development to TGS Cedar Port Industrial Park by 2027.

HOUSTON — A Chinese company plans to invest over $100 million to establish a manufacturing facility in the massive TGS Cedar Port Industrial Park near Baytown.

Tinci Materials Texas LLC, part of China-based Guangzhou Tinci Materials Technology Co. Ltd., plans to build a 43,358-square-foot manufacturing plant at 2700 FM 1405, according to information filed with the Texas Department of Licensing and Regulation.

Titled Project Lion, the new $102.5 million facility will consist of an electrolyte production facility with warehouse space, an office and lab building, a loading and unloading station, a tank farm and guard houses, per the TDLR filing.

Construction is slated to start in March 2026 and be completed in March 2027. TDLR filings are preliminary and subject to change.

The facility has been in the works for several years now.
